Alliance bonuses

With an alliance, can you get alliance bonusses with upgrades and contribute to like a treasury?

Usally the benefits of being in an alliance are circular messages only, and I think there should be a rule for ACS defending that one can only defend another if he is in the same alliance or on he's friendlist.
