tech and combat

So I was wondering where your tech level comes in when it comes to combat, I have lvl 14 in both sheilds and weponses yet in my last combat report it said 120% sheild 130% whepons, I was on the defense here and my wepones were mainly plasma cannons, can someone tell me what I am missing?

An adendum, I just saw another report, form this morning where a sheild dome I had did not even factor into the battle, can someone please explain what I am missing about the battle machanics a play here!

The combat engines is still foggy from the point of view players. If you find something really wrong on a combat report, send it to the admin.
