Greetings Everyone:
I have espionage tech 1 but cannot seem to find where to make probes.

Probes require the following:

Ship Yard (Level 3)
Combustion Engine (Level 3)
Espionage Technology (Level 2)

They'll be in your Shipyard list once you meet those requirements.
