If you lack 20% of the required energy. Your production decreases by 20%.

Wait I got another quetion, if the white says 1,289 would you get more resources than if it says 49?

Not really because if u biuld a higher lvl mine than u dont need to biuld more solar satellites or a higher lvl solar plant to accomodate the required energy.
