Ok, so if I colonize a planet and don't like the size and abandon it, if I recolonize that same slot, will it be the same size or will it change?

As far as I know yes, but I'm pretty sure you'll need to wait until the "destroyed planet" in the galaxy view disappears.

its random the second time... its always random as far as i know

It is random. Abandoned planets are destroyed. Colony ships settle on new planets.
