in the war rules it says that individuals can declare war on alliances. does this mean individuals outside alliances? or does can individuals in a pre-existing alliance, with multiple players, declare war on an alliance, so long as it is only the one player declaring, not all his/her friends?

An individual without an alliance is allowed to declare war on an alliance as long as that alliance has more than one member. This works vice-versa as well.

Further more if you are in an alliance with more than one member, your alliance leader may declare war on another alliance.
