Agreed. I use an "even build" rule for my empire so I seldom ever use the function. It is good for starting colonies but loses it's impact rapidly.

But still, it's nice to beat the other guys on an equal playing field.

slash, i meant if it use to be like that when the gme started and was changed sometime after, and those that have it now were just grand fathered in. i did not mean that yours was given as a special bonus or anything, sorry if it came across that way.
