luck u guys have moon i have a good fleet especially for my points but no one attacks me im lucky in that aspect but no allies are close enough to make moonshots easy

I'm ranked 38th, have had over a dozen 20% moon chances hit my planets, and I still don't have a moon of my own.

weird i give a lot of people moons... i dont even know how many moons i made. maybe if i ever have the chance i will give you a shiny moon

After some (unintentional) testing it looks like you're right. I created three moons in the same system for the same person using identical fleets to attack their nearly identical defense/fleet setup.

My results: I guess it's not random after all.
