Espionage Tech doesn't alter the chance of it being destroyed, I don't think.

The effectiveness of your spying depends on the level of your Tech, relative to your opponents. If yours is lower, you'll need to send more probes. If it is higher, you can send less. The more you send, he higher the chance of it being destroyed.

Level 8 Tech isn't very high, really. The effects listed when you click on the Espionage Tech (Level 2 does: X, Level 4 does: X, Level 8 does: X) is referring to when a person sends an attacking fleet to YOUR planet. If yours is level 2, you will see the total ships, but not the types. If you have 4, you'll see which types and the total number, but not how many of each ship (I.e. You'll see something like "Battle ships, Cruisers, Light Fighter, Total of: X ships(I'm actually guessing because I have no idea the exact format of that information)) and if it is at level 8, it will show you how many of each type of ship ( I.e Battleship: 5, Cruiser: 5, Light Fighter: 20). Level 8 should actually be the minimum level you should have your Tech. It all depends on your opponents Espionage Tech level.
