yes but 20% is the max likeliness while there isnt a max on the debris field size so after 20% the DF could still be 4 times as big...so bigger moon....

By that logic everyone who exchanges moonshots with the bare minimum amount of ships for a 20% chance should have moons that are almost identical in size, but they don't.

I know Nem isn't lying. For others, moon size seems to be random. Maybe since mine were formed against very similar defenses using very similar fleets they formed with more parity.
