Figure the percentage of the maximum possible energy you have, that the negative number is.
So if you were -5/100, that's 5%. That means all your mines are producing 5% less than their normal production capacity. -1/1000 is really just about no loss.

#4ahh, so if I had -20/400 then that would make my mines produce 5% less? Thus the effected % reduction is based on the total energy output versus the amount negative.

#5I think it's the total amount of energy required vs the negative amount.
