They do use it - they consume it.

I'm of the opinion that fusion reactors are a waste that people will regret later on in the game. Solar Plants are the only real way to power your empire. If you think they're too expensive I think you're playing it wrong.

They're only really worthwhile when they're cheap. Solar Plants still give a better bang for your buck.

If they do end up using deuterium in anything other than the build stage, than they use way too many resources for how much power they give out.
