This function seems worthless. There aren't any groups except for mods and public, but it talks about groups in the FAQ and user control panel. I have often wondered why this was implemented in the first place. I am just wondering if there is or will be some purpose.

It's merely a function of the phpBB format. There are no plans for adding additional user groups.
