#2I think there is such an idea with the option to do this with a penalty.
Adding this without penalty is not feasible as it would be open to exploit during incoming attacks.

#3Totally agree a penalty of at least 50% resources lost, the same as would be captured in an attack so no use using to avoid such issue.
