To my knowledge you can only transfer the alliance to your second in command if you have him/her set up in configuration as your "right hand" If you and the members of your alliance wish to merge with another then you will have to disband your alliance and apply with the other alliance to join them.

no it just merging with my former allies and i already give him a 'right hand' status.
but no luck,

this because of the stupid glicth, i dont even hv a right to manage member at manage alliance panel

If the original leader did not transfer the alliance to you to be leader then you can not officially transfer anything. Only the "official leader" can transfer. If I understand from other areas of the forum, your "official leader" just up and quit, without transferring the alliance to someone. Which means you would if you have the rights to do so have to disband and regroup. My suggestion would be that whoever has been chosen to be your new leader drop out of the alliance and make one, then the ones who are wanting to can just apply. Before he does so send circular message in the current one telling your members where to apply, which I would suggest you already have a name for.
