If Balsille wins, he still loses. If he tries moving the team to Hamilton at least 2 teams will be charging a territory fee, and it`s not going to be cheap. Bettman will make sure of that.

Good point, Bettman has a personal vendetta against Balsille. The thing however is, a team in Hamilton WILL sell out unlike a team in Phoenix. Balsille is worth over $3.5billion. He knows that he will make back any money he loses either from the Hamilton franchise or from RIM (the fastest growing company in the world) and thats why he upped his offer to over 240 million dollars.
