it would be a very black/white situation. if they don't opt-in, they can't attack anyone who aren't grey and can't be attack themselfs.
still when the user is grey it can be attacked ofcourse.

Option would be a 'let me enter the war'-button for <200k players, let them choose by them selfs. opt-in
