How do you Colonize Planets? Do you have to attack a player with a Colony Ship, or do you get to select where you want to make a new planet when you have a Colony Ship? (In the Galaxy Screen)?

I saw one player a few systems earlier than mine and he had a moon, how do you get a moon? Is it random if you get one or do you have to Colonize one?
