When the game starts everyone starts the same at 0, why punish a better player because they have more ships. but not everyone start the same time ^^ and not punishing better player just slowing him down so that new player / rebuilding player can catch up so that he can compete to the top player So ...

why make a ship cost slightly expensive

when you have a big fleet

so that the player with small fleet

can catch up with the player that have a big fleet
