Think of it as the storage capacity is buildings where the mines production is stored and resources that don't come from the mines gets dumped in a field somewhere if the buildings are full. I agree in RL no nation has that luxury. In a game though this should be considered an exploit to get around the bashing rule.

Only the individual's protection rule applies. Alliance totals are not combined in war. Let's say you currently have 1 million production storage and you ship in 750,000 of a resource. Does that mean you can only produce 250,000 more before that mine shuts down?
