does the bashing rule apply to the planets of inactive players?

Since bioshock fans have highjacked this thread (oh noes) I've changed both the name and intention of it...its now for the discussion of upcoming XBox 360 releases in general.

When I was last here, on my previous account, way back in june fusion reactors were broken...have they been fixed yet? does researching energy tech levels cause them to produce more power? and do they actually consume deut now? Could someone in the know let me, uh, know please?

No. If you couldn't attack them before the war, you still won't be able to. All a war does is lift the "no more than 5 attacks per day per planet" rule which prevents you hitting a rival players planets too often
